At the same time, there are still many issues such as the payment of subsidies, the difficulty of fully satisfying the needs of the existing promotion varieties, the lack of timely submission of regulatory information, and the inadequate understanding of the consumers' policies. This has affected the implementation of the policy to some extent.

II. Payment of Subsidy Funds at the Time of Sales In response to the above problems, the three ministries and commissions have improved the methods of supervising financial subsidy funds. According to the regulations, the promotion enterprise shall report the terminal sales data in a timely manner according to the ten-year statistics, and the Ministry of Finance will pre-allocate the subsidy funds according to the ten-year sales data. After the promotion enterprise receives the subsidy funds, the settlement time with the enterprise shall not exceed 5 days, so as to ensure that the subsidy funds will be settled in time to all distribution outlets.

At the same time, it is appropriate for consumers to simplify the procedure for redemption of subsidy funds. The relevant company should pay the subsidy funds to the consumers at the time of sales, and can not require the consumers to return to the shopping malls to receive subsidies after the purchase.

The three ministries and commissions said that they will increase the supervision of subsidy funds to prevent fraudulent actions. For those enterprises that do not have timely monthly information, or have large gaps between monthly and monthly data, the Ministry of Finance will stop prearrangement of subsidy funds. For energy-supply household appliance production and sales companies that provide false information and defraud financial subsidies, they will be exposed in the media to be subject to criticism, recovery of subsidy funds and double penalties.
