The government guides the development of energy-saving lighting industry

The government guides the development of energy-saving lighting industry People are paying more attention to lighting quality, visual health, and energy conservation and environmental protection while improving their living standards. The high efficiency energy-saving lamps have 6-8 times of lighting efficiency and service life, and they have good lighting energy-saving effect and ideal product price, thus making them the preferred alternative after eliminating incandescent lamps. However, in the ointment, fluorescent products contain mercury, and poor handling will have a certain impact on the environment.

The first phase of China's green lighting project launched in the late 1990s has led to a significant increase in the overall level of China's energy-saving lamp production technology and has been recognized by the international market. In 2007, about 70% of China's energy-saving lamp products were exported, which accounted for 85% of the total global energy-saving lamp market. Products were sold in more than 170 countries and regions. However, due to the non-standard operation of the domestic market, high-quality, high-quality, energy-saving lamps are exported in large quantities, while in the domestic market, it is difficult to find energy-saving lamp products with stable quality and good cost performance. In order to adapt to the changes in the international energy-saving lighting environment, the domestic high-energy-consuming products such as incandescent lamps have been withdrawn from the market as soon as possible to meet the needs of domestic consumers for efficient lighting products. In 2008, the United Nations Development Program, the Global Environment Facility and the National Development and Reform Commission The project of “phasing out incandescent lamps in China and accelerating the promotion of energy-saving lamps” was jointly carried out. At the same time, the central government implemented financial subsidies to promote efficient lighting products. In this project, all parameters of energy-saving lamps and other products that are listed as financial subsidies for promotion are strictly required. In addition to the performance indicators, there are high requirements for the mercury content of products, the service life of products, and the recycling of used lamps. The project selected more than 20 companies from more than 200 manufacturing enterprises in the country through bidding and bidding, and promoted 100 million efficient lighting products such as energy-saving lamps throughout the year. However, this amount of promotion was only about 1/10 of the total domestic market.

With people's attention to energy conservation and environmental protection and the significant increase in energy-saving lamp production technology, some domestic large and medium-sized energy-saving lamp manufacturers have consciously incorporated environmental protection into their product goals and development goals.

First, companies invest R&D efforts to overcome the low-mercury and micro-mercury production technology problems of energy-saving lamps. The amount of mercury used in energy-saving lamps has dropped from about 5 mg in the early stage to 1.5 mg to 1 mg, which is much lower than that in the EU. Mercury content requirements. In 2011, the newly revised National Standard “Performance Requirements for Self-ballasted Fluorescent Lamps for General Lighting” (GBT 17263) required that the mercury content of energy-saving lamps below 30W should not exceed 2.5 mg. The mercury content of "low-mercury" energy-saving lamps cannot exceed 1.5 mg, and the mercury content of "micro-mercury" energy-saving lamps cannot exceed 1.0 mg. The mercury content of high-efficiency energy-saving lamp products promoted by the government in 2012 has generally dropped to around 1.5 mg. Many companies that have undertaken efficient lighting product promotion projects such as: Xiamen Topstar, Zhejiang Sunshine, Zhenjiang Qiangling, Donglin Electronics, Yuzhong Gaohong, Guangdong Snowlight, Huizhou NVC, Hengdiandebang, Zhejiang Chenhui, Yancheng Companies such as Hammer, Philips and Osram have obtained low (micro) mercury certificates issued by the China Quality Certification Center.

Second, many fluorescent lamp manufacturing companies (such as: Fu Jian Daxin, Zhenjiang Qiang Ling, Zhejiang Sunshine, etc.) consciously acted to transform the equipment, improve the technology, the use of solid mercury production technology, stop the use of liquid mercury. This significantly reduces mercury evaporation during production. Accurately control the use of mercury and effectively reduce mercury pollution. At present, China Lighting Association is organizing the production of industrial enterprises brewing to introduce the "Convention on the use of liquid mercury in the self-regulation of fluorescent lamps." While improving process technology, the performance of energy-saving lamps is further enhanced. In the newly revised national standard, the service life of energy-saving lamps has been increased from 6,000 hours to 8,000 hours. In the national promotion project, some of the successful companies have achieved a product life of more than 12,000 hours. From the perspective of the entire product life cycle, these are undoubtedly a contribution to energy conservation and environmental protection.

Third, companies invest funds to purchase special equipment and recycle the waste fluorescent tubes themselves and their surrounding areas. Currently, there are enterprises that have recycling equipment and processing capacity: Xiamen Tongshida 2 Line, Zhejiang Sunshine 2 Line, Hangzhou Yuzhong Gaohong Line 2, Zhenjiang Qiangling Line 1, Foshan Lighting Line, Shanghai Yaming 1 line, 1 line of Beijing Solid Waste Treatment Center and 1 line of Shanghai Waste Center. The recycling capacity of used fluorescent lamps has reached 15,000 tons/year, and 150 million pieces of used energy-saving lamps can be disposed of each year. In addition to the introduction of foreign equipment, the Hubei Jingzhou Daming company and other units also actively cooperate with universities, and seek national project support, research and development of the production of waste fluorescent lamp processing equipment of independent property rights. The recycling of waste fluorescent tubes not only benefits mercury recovery and environmental protection, but also recycles tungsten, molybdenum, rare earth, plastic and other related materials.

In the process of promoting efficient lighting products in recent years, many successful companies have developed and implemented waste lamp recycling solutions that are compatible with product promotion. Some capable companies use multiple methods for recycling. Such as: linkage with the lighting market, relying on the dealer's outlets for recycling; in the promotion of new products using "old for the new" approach to the recycling of low-efficiency lighting products, etc., and achieved certain results. At the end of last year, Xiamen Tongshida Co., Ltd. took the lead in obtaining approval from the Ministry of Environmental Protection among a large number of production plants, and engaged in the recycling of waste fluorescent lamps outside the region. Lin'an City, Zhejiang Province organized enterprises to set up “Lin'an Yujie Mercury Solid Waste Treatment Co., Ltd.” in the form of joint-stock companies to serve the needs of the city and the surrounding areas with the need for waste lamp treatment. The company has been disposed of in the first 10 months of this year. 1050 tons of waste fluorescent tubes containing mercury. However, it should be noted that the recycling of used fluorescent lamps is not very satisfactory due to various factors such as geographical location and transportation. This situation not only exists in China, but the average recovery rate in Europe and other developed countries is only about 30%. Some experts and scholars have suggested that the focus of domestic recycling of waste fluorescent lamps should be placed on large-scale users in urban and rural areas. I believe that with the strengthening of people’s environmental awareness, there will be new changes in this area.

At present, the rapid development of semiconductor lighting technology, LED lighting efficiency, color index and other parameters significantly increased at the same time, the price of LED products is also rapidly falling. Especially since this year, the domestic and foreign LED market continues to heat up, which undoubtedly adds new options for the energy-saving lighting market. In order to effectively guide consumption and further promote domestic energy conservation and emission reduction, in 2012, the National Development and Reform Commission and the Ministry of Finance initiated a subsidy promotion program for LED lighting products among large-scale users. Facts have proved that in different conditions and stages of development, the government's support and guidance will effectively promote the development of energy-saving lighting industry and the implementation of environmental protection in China.
