GLII analyzes the new standard of energy efficiency index for EU LED lamps entering the market

[Text/High-tech LED Industry Research Institute (GLII)] Recently, the European Commission issued the G/TBT/N/EU/35 circular, which notified the authorization bill to stipulate the energy labeling requirements for electric lamps and lamps. The notification regulations require only directional LED lights and directional fluorescent lamps with an energy efficiency index of less than 0.2 to enter the EU market. The regulation will be implemented on September 1, 2013.

The bill stipulates the energy labeling requirements for the following four types of electric light products: tungsten filament lamps, fluorescent lamps, high-intensity gas discharge lamps, and LED lamps, and clarifies the responsibilities of suppliers and distributors. The draft does not apply to the following products:

a product with a luminous flux of less than 30 lm;
a marketed lighting product that uses a battery as its main source of power;
Products that are not available in the market and whose visible light range is in the range of 380 to 780 nm;
a commercially available product that is installed in a luminaire and that cannot be replaced by a consumer;
As part of the products marketed, the main purpose is not lighting.


The notification regulations require only directional LED lights and directional fluorescent lamps with an energy efficiency index below 0.2 to enter the EU market.
According to the energy efficiency index EEI=0.2, substituted into the formula, the LED bulb lighting effect needs to reach the following levels to meet the requirements:

1. Replace the LED bulb with a flux of 40 watts incandescent lamp equal to 600 lm. The luminous efficiency needs to be greater than 64.76 lm/W.
2, instead of 60 watts incandescent light flux equal to 900 lm LED bulb, light efficiency needs to be greater than 70.21 lm / W
3. For lamps with a luminous flux greater than 1300 lm, the light effect needs to be greater than 74.92 lm/W regardless of whether the power supply is built-in or external.

main problem:
1. When the luminous flux is 30lm-1300lm, the higher the luminous flux, the higher the requirement for luminous efficiency.
2. The luminous flux is greater than or equal to 1300 lm. Regardless of the luminous flux, the luminous efficiency requirement is greater than the fixed value of 74.92 lm/W, that is, the luminous efficiency of 75 lm/w or more is to be achieved.
3. For LED lamps, external power supply and built-in power supply description is not clear, the bulb lamp is generally built-in power supply, and the lamp can be used as an external power supply or as a built-in power supply. If it is an external power supply, how to calculate it is not said. clear.

The EU's improvement of energy efficiency indicators is not only an inevitable demand for energy conservation, but also a result of the development of LED technology. According to the overall level of LED lighting products of Chinese enterprises, it is not difficult to meet the requirements. The improvement of standards is conducive to the improvement of the overall quality of LED lighting products, and is upward for the entire LED industry. By September 1, 2013, the new regulations will come into effect, which will be more beneficial to large manufacturers with technical strength. The actual impact will be greater, some small and medium-sized manufacturers based on price competition.

GLII believes that the requirements for the luminous efficiency of this release have been greatly improved compared with the requirements of the previous version. With the rapid advancement of LED technology, it is not excluded that the EU will continue to increase the requirements.

In terms of standard setting, the requirements in the EU Luminous Energy Labeling Act are the minimum entry barriers. China's LED standard-setting department can be a good reference. If China implements this standard, the low-end market will be reshuffled.
